Michael Marchand

Michael Marchand is an award-winning strategic healthcare communicator and systems-level advocate with over 20 years of experience advancing health literacy and public understanding of major state and federal health initiatives. He has served as Deputy Commissioner of the Washington State Office of the Insurance Commissioner; Chief Marketing Officer for the Washington Health Benefit Exchange, where he helped create, build, and market Washington’s state-based insurance marketplace; and Public Affairs Director for the Centers for Medicare & Medicaid Services (CMS) in Region 10, where he led the rollout of Medicare Part D across 11 western states. Michael also serves on the boards of Project Access Northwest and Health Communicators Northwest, supporting access and equity for underserved populations. He is the founder of Health Literacy Ventures and Marchand Group LLC, consultancies dedicated to bridging gaps in trust, engagement, and strategic clarity across healthcare systems. Known for innovative communications and urgent, audience-specific messaging, Michael champions health literacy as a catalyst for policy innovation, community resilience, and progrommatic change.
